It will create a siphon under the right conditions. If the reservoir being emptied is higher than the destination vessel, then after a certain number of strokes, the column of liquid in the outlet hose will be heavier than the column of liquid in the inlet hose. Gravity pulling on the taller column reduces pressure in the shorter column, creating suction. If your conditions are different, then the siphon will not take effect and you would have to continuously stroke the pump to keep liquid flowing.
